Street Sweeping

KC Water, on behalf of the City of Kansas City, Missouri, conducts scheduled street sweeping.

Street sweeping removes trash and debris that can wash into catch basins (storm drains) and ultimately run into area streams and rivers. Clean catch basins help prevent flooding, and keeping trash and debris out of area streams and rivers helps improve the region’s water quality.

Street Sweeping Schedule:

NORTH: From the Missouri River, north to the city limit, will be swept from July 1 – September 30.

CENTRAL: From the Missouri River, south to 89th Street, will be swept from April 1 – June 30 and October 1 – December 31. (Note: The Federally-mandated Consent Decree requires that the combined sewer district (Central Area) be swept twice a year.)

SOUTH: From 89th Street, south to the city limit, will be swept from January 1 – March 31.

Customers are encouraged to contact 311 (816.513.1313) if they have a special request for an area to be swept. KC Water currently has eight street sweepers that cover the entire Kansas City area. The goal is to clean the three major areas of Kansas City as listed above on a routine basis. For every special request that is sent to us through 311, KC Water adjusts the sweeping schedule to accommodate these requests; this can unfortunately cause delays on the entire sweeping process. KC Water will respond to 311 sweeping requests in a timely manner to the best of our ability.

Note: Property owners should never blow leaves (rubbish) into the street (right-of-way), as this is prohibited (62.89 – Illegal dumping) under CODE OF ORDINANCES CITY OF KANSAS CITY, MISSOURI VOLUME I – Chapter 62 – SOLID WASTE

Sec. 62-51. – Penalty for violation of articles I and II.

Any person violating any of the provisions of articles I or II of this chapter, or any rule or regulation promulgated pursuant thereto, upon conviction, shall be punished by a fine of not less than $25.00 and not more than $500.00, or by imprisonment in the municipal correctional institution for a period not to exceed six months, or be punished by both fine and imprisonment; provided that each day’s violation thereof shall be a separate offense for the purposes of this section. Where a violation of articles I or II of this chapter is found to be willful, on conviction thereof, the minimum fine shall be $150.00.

Sec. 62-82. – Removal of dirt or litter from sidewalk, curb and gutter; sweeping litter into gutter or street.

It shall be the duty of all persons owning or occupying any real property, fronting upon any street, boulevard or highway, to keep the sidewalk, curbing and guttering in front and alongside of such property and on the same side of the street in good order, and to clean the sidewalk, curbing and guttering, and to remove from any such sidewalk, curbing and guttering all earth or litter that in any way obstructs or renders the sidewalk, curbing or guttering dangerous, inconvenient or annoying to any person. Such owners or occupants are prohibited from sweeping or otherwise moving litter from sidewalks into the gutters and streets.

Sec. 62-84. – Securing of trash and rubbish on private property.

No person shall place or permit to be placed upon his property any trash, litter or rubbish without placing the trash, litter or rubbish in containers or securely covering the trash, litter or rubbish so that it cannot be blown or washed upon any street.

Sec. 62-89. – Illegal dumping.

(a)   Prohibited. No person shall dump or otherwise deposit or cause, permit, suffer or allow the dumping or depositing of any garbage, rubbish, yard waste, litter or any other offensive or disagreeable thing in any public place, public building or market, or on or along any sidewalk, street, alley, boulevard, highway, right-of-way, viaduct, tunnel, park or parkway, or upon any private property or in any refuse container located thereon without the consent of the owner of the property, nor shall any person dump or deposit or cause, permit, suffer or allow the dumping or depositing of garbage or household refuse in any city litter can or basket upon any street.

(b)   Evidence of violation. Evidence showing any three or more items found in such garbage, rubbish, yard waste, litter or refuse to be identifiable or traceable to a specific individual shall constitute prima facie evidence that such garbage, rubbish, yard waste, litter or refuse was under the control of that individual and was so dumped or deposited where subsequently found with that individual’s knowledge and consent.

(c)   Penalty for violation. Any person violating any of the provisions of this section, upon conviction, shall be punished by a fine of not less than $1.00 and not more than $1,000.00, or by imprisonment in the municipal correctional institution for a period not to exceed six months, or be punished by both fine and imprisonment.
